I wasn't aware that the development config files aren't distributed with the download packages. In this case you can download the file from github.

phpBB 3.2 is currently is in beta, so it probably will be released rather soonish, and it will support PHP 7.

You may use microtime() in PHP, i think the method is called stopwatch, i could be wrong.

You can use a stopwatch, but i doubt that there would be any (noticable) time difference.

I've never used phpmyadmin, and I still don't know what that tool is. There have been times when the update process couldn't complete, why I'll never know - and my board crashed: Through FTP I erased the whole phpBB-board from my server, reinstalled it from scratch with the latest complete version ...
