This will stay this way, as language string/file handling got its own service in 3.2 (phpbb\language\language) and we use that rather than the user service for language handling. Why? Replacing code doesn't mean old code is removed. So, for example, if some extension wants to append code after <!-- end of header -->, it should include search in replacement, allowing other extensions to search for same code. Current method of events limits extension authors to injecting code...

I didn't try to be mean, this topic topic was created Aug 26, and the feature freeze date for 3.2 is Sept. 13th (as it was announced here). That's along with the fact that there were no code written by anyone results in not having that feature in 3.2.

What we could do easily is what Spotify does on their website, which i'm not quite sure is actually satisfies the legal requirements, however, i don't see how we could implement this any better for custom BBCodes for example (if you have a youtube video on the page, or even an image from another web...

I think the EU law doesn't require us to do this, as the cookies the core places are required to be able to use the board (session id, etc). I think it is not required to ask for consent in case of those cookies, and also it is not even smart to do so. Providing an API for doing that is fine, if any...
