Yes that's the question.
I see at small boards cron-jobs are a way behind so it takes a lot of time before a reminder is send for example.
Maybe there is a good reason for?

I understand this but there are also small companies using phpBB as a kb or archive where not everyone has a mail address. Here it's just fine to let the admin organize the members as he is most likely a employee of the company. Keeps me to change the core.
