Do many people even use ability to browse with other people's permissions?
I'm not sure how many people and how often use it. I sometimes do.
I certainly don't think that it needs to be in the header when it's likely ...

Make "Restore permissions" link more visible
In phpBB 3.0 was "Restore permission" link visible on header. Now in phpBB 3.1 it is hidden under users name menu (where the UCP link is) and it is not easy to find, if you don't know where it is, so I propose to move it back where it was before.

If you do not have an account yet you can choose to login with Facebook/Google and it will automatically register you without a need for email confirmation for example. You also do not need to set a password at all which simplifies the process a bit.

Today I was updating phpBB 3.1.0 to 3.1.1. I usually login into forum and then I upload files to FTP server, but today I forgot that and I uploaded files without previous login to my forum. Then I started update process and was surprised that I don't need to login to update my forum.

In the European Union, there's a cookie law, so users are supposed to know what they are. Plus, if you think "cookies" is too technical, you'd have to make the link/button more verbose to explain what it does.
