This is nice feature. I tried it on two boards (with three installed languages) and while it's working when I use the board as guest, I'm not able to make it work when I'm logged in.
A logged in user can select a language in preferences. Visitors can not, which is why this only works for visitors ...

OK. If it must be changed and I don't think it must (I don't mind five more letters) I would prefer to have "User's panel" or "User Panel".

Possible now with ?language=<language code> - it's stored in a language cookie until overridden again either through the URL or language dropdown on registration.

If in the default board language pack is variable which shouldn't be there (for example undeleted line from some previous version of phpBB) it is shown in other languages (including English) as missing variable. It seems that phpBB compares all language packs with default language and not with ...

As non developer, but admin, I would like to be able to write "language queue". For example admin from Austria would be able to write de-at, de, de-x-sie, en and phpBB would look first for Austrian translation and then German (Casual Honorifics), German (Formal Honorifics) and English if it doesn't ...

It's not. Change width of your browser and look on image in the first post (it changes size).
