This should be in the core.
And the worthless once should be removed. They do a better job at keeping real humans from registering than bots.
A catcha plugin system would be nice. But right now I'm more concerned about having a working anti spam system out of the box.

I agree. And have been saying that for some time.
New ideas should go in the excellent ideas tool on phpBB.com(I realize its down currently), RFC should only be posted by actual developers to gauge interest and get input on how to achieve the best result.
