The ACP is just for the admin, Does it really matter if the skin changed? No.

Admin should be able to create a new page for rules.. Not just a post. Like Invision!

Invision let's you create a page title for it, Either a Link URL, or title name + text or rules!

Well, A Group should be like Invision Board, vBulletin; Where you give the groups sertain permissions. Well, The basic idea of this request is enabling/disbaling alot of useful features!
