This will never happen. On top of the lack of desire of the dev team to have feature creep, there's a distinct difference between reputation systems and quick reply. QR is incredibly simple — there's pretty much only a single way to do it, so a core implementation can satisfy almost everyone ...

SourceForge recently introduced SVN servers, so it's *possible* they're converting their repositories over to SVN. Not at all likely. More likely is that the SF CVS servers are *beep* up, as they are apt to do on a regular basis.

That's controlled by the permissions system. You can set it up however you'd like.
