lol, I wouldn't wait around for phpBB4. No offence intended, as phpBB is a very awesome bit of software, but you'd be looking at about 2012 for phpBB4. :P

I generally just use replacements rather than blocking them out.
eg: At my Star Wars forum, words are reoplaced with Star Wars curses :D

The "Rate: Good / Bad" bit is at the bottom of the post. Some people (n00bs, mainly) might think it is to rate that post or topic.
I think the rating should be in the actual user info part of the viewtopic page.
