Try using the "Permissions Masks" feature in the ACP to see how the anonymous user is getting a moderator permission.

You appear to have skipped the last step of the update, running ./install/database_update.php.

How exactly did you do the update?

No, moderators can only access the MCP.
Users need admin permissions to access the ACP, and then they only get access to the sections you give them permission to.

In phpBB3, administrator permissions and moderator permissions are entirely seperate.
An administrator can NOT move posts of they don't have moderator powers.
Put yourself into the global moderators group, and you will be able to move posts.

What do you want to do with those images?
You can upload them as attachments to a post, and display them within the post. That is a standard feature of phpBB3.
