I don't believe, that the Dev Team is going to certify any community-made templates. It would take too much time, which could be spent on improving phpBB itself.

Read the forums. There are several hints given how you can figure out how to do it yourself. If you are too lazy for it, hell that's not the community's problem... it has been told a few thousand times.
