By chance did you disable those modules? ACP > System > Module Management > MCP > Enable the appropriate modules and submodules

I just tried a vanilla copy of version 3.0.4 and it is not changing the default. I'll work backwards and figure out which version the problem started.

Edit: Jumped to a 3.0.0 vanilla copy and it's not functioning there either.

yup i purged that one as well as all the styles cache..

James, i see "Make default style" for both subsilver2 and prosilver.
That's because subsilver2 and prosilver aren't the default already. Your other theme is, so the option to set it to default is hidden. If you went to the General tab> Board ...

Make sure in ACP -> General -> Board Configuration -> Board settings -> Default style the style you want is selected. If it is go back to admin index page and select 'Purge the cache'
