The only problem you have, is that it isn't sure that phpBB 3 is released in August. So you could wait, but you cannot be sure it's done by then.

It is named as large. Above that there is huge (with a value of 200). So it isn't above the size limit.

Also, phpBB keeps track in a table which files are uploaded, but files themselves are not stored in the DB.

I like this way of setting the new permissions. It is a bit harder to understand for people, however when you get used to it you will see it much better. This system shows a lot similarities with the Windows permission system. So it is not completely new, however not many people change many security ...

Maybe is http://smarty.php.net/ something. Though it is released under LGPL, which allows somewhat more, but has still some things in common with GPL.

phpBB is written in PHP. You should learn to write PHP first, before you can code for the forum. You can learn the php here.
