Does that mean that you could set the template that the W3C bot sees to be W3C compliant (like an almost blank page maybe) while the rest of the site isn't?

The gallery is not part of phpBB, it's just being used on this site so that people who want to see what the ACP looks like can see it.

There is a topic discussing this somewhere else on this forum which explains exactly why this happens. I can't remember myself.

Are the styles still locally based or mysql based?

They are all file based.

the hash probably changes besause of the change in name eash time. But i can't think why the size changes.
