3Di is right, if this is a general purpose php(language) question your should be asking it at a board for php. If this is a phpBB(forum software) question then you should repost this at our main board https://www.phpbb.com/community/ in order to receive support.

Because of shared hosting. Most don't give their users access via CPanel or otherwise to the system cron.

Your board must have a lot of inflammatory topics. The only time I've had trouble as a moderator was with the "the rules don't apply to me crowd". I'd collect the user names for the spammers, then use the prune page, making sure to check under options, delete pruned users post and delete user. mcp2.png As for IP banning it pretty much pointless as most users can quickly obtain a new ip usually from their isp or using proxies. Sounds like you are describing the index of the MCP(ie the MAIN tab), need to click on the one right next to it called "Moderation queue":
