Using <center> instead of the CSS alternative is bad practice and nothing short of lazy...

ACP = Administrator Control Panel, or something similar to that anyway.

It's on the configuration page again, look for something with the options "None", "User" and "Admin". Can't remember the exact field name off the top of my head.

None = User signs up, can post immediately.
User = User signs up ...

If it's a 3.x forum, no idea. If it's 2.x: Configuration -> Disable Board -> Yes.

Is the website's database backend held on the same server? If not, they can probably still at least access the reported bugs from that.

Of course when they pull it down to 0, there may be another 30 waiting to rush in when phpbb.com returns
