It means that it can't find the TCL or Python libraries on your computer, so you can't use the Shell functions of WinCVS. Shell is an alternate (more secure) way to connect remotely to other computers (among other uses).
If you just want to checkout CVS modules, you don't need those modules

Hi,
What it looks like to me is that you're using the wrong SQL command. Try playing around with the UPDATE command instead of the SET command. Otherwise, it looks pretty good.

Well, all I'll say is that it's a tarball. Similar to a zip file. Search Google, and you should be able to use it.
