Updating to a 2nd release candidate version of 3.1.4 is maybe useful, this includes some minor technical fixes or something.

I'm checking the issues tracker that 3.1.4 was technically stabilized, then make it a stable release.

The ability to mention users in a thread or post is specific, so it represents the BBCode "[mention]Nicofuma[mention]" or use "@Nicofuma" when submitted it will trigger a notification sent to the user.

If I think this one may translate your live forum URL into another language (appearing as "es.<your live forum URL>"), then can it be working or maybe it's a site issue something like that? It's impossible.
