Steve, I like your idea of improvising on 'Manage group' feature. But why create a new group just for mailing ? Instead we merge the mailing lists of both groups , considering repeated recipients just once and then use mass mail function ?

Enable admin to send mails to specific forum groups along with existing recipients.We can add check boxes so that the admin can select multiple forum groups at once to send a specific mail intended to only users of the selected forums .
