If you click the very small "new post" icon (the one with the error pointing to it just left of the topic title) you will be able to read them. The forum number is listed as a "0" on the topic titles, but the little icon gets it right.

My comment is not related to phpBB2.2, I was talking about this particular forum. Why would they have posted the announcements and usage of the board in topics that we are not able to view.
