Things like <!-- Blah blah --> can be used in HTML to put comments. Now in phpBB's templating system I see things like those. (eg <!-- IF not S_USER_LOGGED_IN -->)
If I were to like make my own skin do I have to put those things there?
What do they do?
What happenes if I remove them?

You don't have to do anything.

Allows you to show different html depending on condition of some variable.

Your template probably will be complete mess - that depends on where you remove it.
