It's not going anywhere ... it's focus has changed but it's staying ... decided to retain the temproary forum as this. Just so long as everyone understands that as a development board you may visit one day to find the posts gone

This is the development board (newer versions of phpBB will be tested here), whereas phpbb.com will probably only be running the latest stable release.
