Layout breaks when the .MODs tab is present.
the changes in the patch submitted are for 3.0.x, not 3.1-dev... They should be updated for 3.1, as this design change will probably never be applied to 3.0

How is this getting so much attention? It's some colored boxes with a few icons thrown in. I don't see how this provides any improvement to the current admin theme. Is this thing even semantic? It is the same design but with colored boxes. Why not just update the current admin panel making slight modifications to the design and using css3 in all the places images are used to accomplish what css couldn't when it was designed? That would at least be an update.

Which is just what he did?
He changed a bunch of CSS lines (300) and some HTML in overall_header (70) and overall_footer (18)

But that still leaves the rest of the admin panel's html undone doesn't it? what purpose does this serve other than changing the look?

We already use html5 input stuff and the doctype...
What else would we need to do to "use" html5?

There are new tags like <header> <footer> <section> <article> <aside> and few others for semantics.

They give no real advantage and cause problems with IE8. There is a JS file to fix it for IE8 that can be included via IE conditional statement without affecting other browsers, but I don't see advantage of doing any of it.

have not looked at the html for this but I would say the biggest plus for something like this would be for cleaning up and refactoring the none semantic code that is truncated in all phpbb theme files. Not sure how much of the admin theme pulls from prosilver. Possibly adding a grid system if he did that It could be beneficial.

The only downside I have is when we do actually make the push to be responsive and what not are we planning on having the admin panel be responsive as well? Also would the themes not stay consistent aesthetically.
