Forum owners may choose to publish a copyright or copyleft notice, or they may choose to publish a verse from Mary Had a Little Lamb. I, for example, use Flickr images in some of my forum headers, and it's my responsibility to post proper credit for all photos used. I don't see this being phpBB's issue to worry about.

I think it's a great idea to consolidate all these options which we provide anyway on a single page in the ACP. As mentioned the german imprint law can be covered by the new contact page feature (which was in part inspired by the need for imprints on german sites).
