Hi,
Currently, only installed languages are listed in phpbb_lang. Would it not be better to included all "installable" languages here, with a flag to indicate they're available ?
Currently there's a conflict with automod because it assumes it can get unknown languages from this table. (see automod bug #63110), which is wrong.

No this does not make sense. How would the database know about stuff you just added to the filesystem (i.e. uninstalled language packs)? Kind of pointless to use the database then.
