Replying Privately to Forum-wide Post?

Is it possible to reply privately to a user who has started/replied to a topic?
Sorry if this isn't the right forum to pose this question, I'm very new to phpBB.

Find the post you want to reply to privately and look to the right at their user info, and click on the PM button, that will start a PM(private message) to them with a quote of their post.

One more question. I have new members who aren't seeing the PM button. Under ACP/Posting/Private message settings I have selected "yes" which allows all users to send PMs. Why wouldn't some members have the PM button available to them? Thanks for any insight.
