[RFC] Hide IP address / ISP from moderators

Please allow to configure via the ACP if a moderator is allowed to see IP addresses.

For convenience provide a checkbox like "Always hide IP addresses from moderators"
for admins who just want to generally disable it for all moderators.

There are currently only some "hacks" around to achieve this but I think it would
be good to have this as a built-in feature.

Really appreciated your work and hope this will make it into 3.2, thanks a bunch!

Seems reasonable, I'm guessing a permission should work.

-1: There are enough permissions already, and I don't see the harm in allowing moderators to see IPs.
