what is the best chat room to integrate with phpBB?

Perhaps you might get a better response in the MOD Requests forum? :)

Off the top of my head, you may want to try mChat, which seems to be kept fairly up-to-date.

(new) mchat is good.

but if you need realtime chat I'd recommend qwebirc. that can also be integrated on the menu so that it uses the member's usernames. as a bonus it scales well with many users where mchat etc. tends to generate a lot of extra traffic.

check out http://qchat.rizon.net for a demo. mibbit etc. also works well.

I prefer BlueIMPs Ajax Chat (Google "Ajax Chat"), if not then I like php free chat. php free chat is much harder to integrate but it is possible. Anyway, Ajax chat is the best :D

mchat. Great support and updated ALL of the time. Check github for all the updates that are done quite often.
