Spam handling for phpBB 3.1

I definately will not post an announcement, since this is quite simply irrelevant to any regular phpBB user. To avoid the terminology confusion I've called it a feature freeze before, and I would like to stick to that term. As for announcing the major changes in 3.1, I'll do that once we reach the feature freeze or are really close to it, but we simply don't know what exactly will make it yet.

this usually does not work.
release cycle can be either feature/content oriented ("this is the content - it will be ready when it's ready"), or schedule oriented ("this is the planned freeze date. whichever feature that won't make it on time will have to wait for next cycle").
many software projects found that trying to do *both* is an exercise in futility.
many projects in the past shifted from feature-centric release cycle to schedule-centric. nobody ever shifts in the other direction.

It's a good ideea to prevent spam with very simple act:

If a user use a word censoring that post will rejected automatic, and that user receive a ban.
For example word "viagra" if use in post or topic that user is banned automatically and delete that post/topic.
It's a best method i think!

If that spam prevention were enabled on area51, you would have just been banned. I'm not trolling, I am just pointing out that there are some extremely valid uses of that word and similar words :-)
