Does this Area51 board run on the latest stable edition of phpBB 3 or does it use phpBB 3.2?

This is still phpBB 3.0.x. phpBB 3.1 was not in a working state last time I checked (not so long ago :))

Is 3.1 available for download anywhere, if I have to use SVN/CVS could you direct me to a recommended software to use to download it, i'm a noob with CVS/SVN.

If you can't figure out how to use SVN then it is unlikely you are able to use phpBB 3.1 in its current state.

The index page works and that is all. A lot of classes are going static.
