PHPBB3 new install yields HTTP error 500

I am trying to deploy another forum on a new server
MYSQL is up and running as is apache.


I extracted phpBB3 to the proper directory set permissions and navigated to /forum/install

I get slammed with an error 500.

this is a functioning webserver running linux.

any input would be appreciated

I assume that you have php installed and that you have setup everything to work together properly.
