what does it mean "is it actually his"?
who is "he"?
from the admin POV, the only "identity" attached to a user account is the email.
of course, if you ask your users to fill-in real name, or any other "real-life" information, this will bet be verified.
however, on the default registration, the only "real" part is the email, so by verifying this one detail, you verify all the "real world" data you have.

of course, it is theoretically possible that someone will fill out registration to a BBS and will supply someone else's email. however, in those cases, the most likely outcome is that the actual owner of this email account will never press the "confirm" link, so these kind of registrations will not create user accounts.

What's difficult in checking that the user signing up has access to that e-mail address? User confirmation does the trick, what the heck is this "mind reading" irony about?
On the other side, it's quite impossible to determine whether the e-mail address actually belongs to that user.
For example, I may use my sister's email account to register and confirm, while that address is not mine. So I'll be using her "real world" identity.

I'm not the only one that got confused, I suppose.

Its getting little confusing :)

I only wished for this requirement (in case where Admin approval is required for new registration)

(1) User fills up new registration request
(2) Admin will review (user details, for e.g. not using any indecent username etc.) and can approve this registration request, on his discretion.

-------------> However, whats still missing in this scenario is "e-mail verification by user himself", i.e user is indeed using same e-mail address.

Well, I suppose, if the user's password was required when confirming his/her subscription, this might prove the user registering and the one confirming (i.e. having access to that e-mail box) is the same... not a lot useful, as far as I can imagine, though.

Hi, I have a big problem. Random people are spaming on my forums. They are posting porn links and advertising other things of the sort on it. It really aggrivates me and the fact that I have younger people going to my forums makes it worse. Everyday I have to check what has been posted, and when I delete it, they just re-register and keep posting. I have had enough... I was wondering if anyone has any idea what I should do. Is there anything I can do? Is there a way to block those spammers. I'm not very good with scripting stuff and I definately don't know how to fix the forums. Any ideas would be greatly appreciated.
