I would like to know two things.

Firstly, do phpBB 3 is available in french ? If yes, where i can download it ?
Secondly, where i can download the first phpBB 3 template ?

Chances are, if you can't find it, it doesn't exist yet.
But check the CVS for the only two styles that exist for phpbb at the moment

The other one is the one you're seeing here.
It is only included in the CVS version, and will be included in RC1 once it comes out.
As for the French version of the software, officially it surely doesn't exist since the software is still in beta phase (English only); you should check the French phpBB website to see what's there.

Concerning the French translation, as far as I am aware it is not publicly released yet. However, it was almost complete when I was a member of one of the French communities and so I think it's right to say that they will release the translation once the first release candidate will be out

The two translations will be actually distributed once the RC released, not before .
And yes, both are almost ready, besides some file(s) still, but it is good.

Have patience, that still a little made already 5 years that one has patience, a few week more it is not very serious .
