Membership?
I was thinking and I thought it would be really cool if the admin of a board could select a user and give them premium membership where they get their own forum which they can edit and moderate. Just another idea for phpBB 3....

no because the moderators can only lock topics and ban people form the forum they moderate. I am saying they should be able to have full provelge over the forum they moderate if the admin decides to let them.

They can't ban anyone
and they can do more than lock topics
