What is phpBB 2.1.x?

phpBB 2.1.x is the developmental version of phpBB 2.2. This will never be released publically, as it exists purely for developmental purposes. When 2.1.x becomes stable, it will be tagged as 2.2.0 and released to the public. 2.1.x is, thusly, an un-stable product. You can use it for experimental purposes, but you should never use it in a live environment. You can find a copy on the CVS snapshots page

2.1 was never released. It was a developmental version of phpBB 2.2 which eventually was canceled and they started working on Olympus soon to be phpBB 3.0.0. If you want to download a CVS snapshot which should really only be used for experimental purposes only because it is not ezxactly stable yet area51.phpbb.com and click on snapshots.

Version 2.2 was not cancelled. It was renumbered as the codebase changed too much to allow for backward compatibility. No new features were added to make it 3.0; in fact, many features were removed from the list to shorten the dev cycle.
