I'm thinking he might be talking about the "Edit reason" moderators can put if they edit another user's post? Maybe? I don't really know.

Normal users should also be allowed... as people make posts that are based on later posts in that thread... like a database of OSS games.
And anyway with the amount of typos people make... it should be passed on.
