The topic preview simply uses the title attribute. To put that much text into the title attribute is really an abuse of the attribute itself IMHO. I'm certain a mod could be easily made for this though.

Topic preview != topic description

Topic preview previews the topic in a tool tip, as you describe. Topic description is like a second topic title :)

I think topics desciption is not necessary in majority of boards.
But it could be an interesting feature !
Abuses is the moderators' problems, i 'm totally agree with that opinion.

Is not a problem of the coders, to look about the possibility of abusing with the feature added. This is a problem of the admins/moderators of service where the BBS is present. The feature, by the way, is interesting, and, in someway, useful.

It is, actually. They need to write the best software they can, which means sometimes not including features that they deem detrimental. The abuse factor of this is high, and it will add database load (more queries to get the information) as well as bandwidth (sending the first however much).

Someone will code a mod for it, so there's not much to worry about there. I would imagine that it will not be all that common.

The problem of the MOD, of course, could introduce some aspects that in the main release would not be. For example, if the coder of this feature discontinue the check about bug or introduce bug in the main forum?

That's true of all MODs of course, and I don't think anybody wants to argue that MODding phpBB is a bad idea.
