Force HTTPS for Area51

I was planning to edit the phpbb.com rule in https://www.eff.org/https-everywhere to redirect area51 to https is there any reason we are not doing it already?

There's an extension that rewrites images on HTTPS pages. Since this is a testing site for the latest phpBB builds, we need to be able to access the site without any custom extensions running that could be compounding any bugs.
