How do I know that a bug has not been fixed? I got in to trackers and I see that there many opened tickets and they say upload a patch, how do I know that somebody did not upload a patch?

They will have a proposed patch on the ticket.

For example, if you check the following ticket, you'll see it has a proposed patch in the details section:

And of course, if in doubt, you may just ask. If you aren't already aware, we have an IRC chat channel dedicated to phpBB development discussion at #phpbb-dev on the freenode network. If you don't have an IRC client or are unfamiliar with that sort of chat, you can use the freenode webchat (online client, no download). That is probably the best place to get a quick reponse, maybe even better than here.
