You are referring to compact. If we don't use compact, the responsive will kick in very early. This means that all your nice extension icons will be hidden very soon. Compact is a nice compromise. It keeps all icons visible, but smaller.
These requests for comments/change have lead to an implemented feature that has been successfully merged into the 3.1/Ascraeus branch. Everything listed in this forum will be available in phpBB 3.1.

As much as I would like to 'kill' the "subscribe to the forum" link and the topic tools, I feel that the "Post Reply" and "New Topic" buttons shouldn't be changed no matter what. But that's just me.

Isn't the hamburger menu icon largely known for being some type of menu of the site the user is currently on?

However, if Members and Team are at the bottom, folding them into the Quick Links menu at the top seems counter-intuitive. There appears to be a menu at the bottom of the page (I think that's what somebody called the "hamburger" even though it's a sideways burger), so things at the bottom should probably go into that menu.
Alternatively, what if we had a "People" menu that contained Members, The Team, Birthdays and Who's Online (taking you to separate pages for each). That would also clear up the clutter at the bottom of the Board Index. It would require a new page for Birthdays and Who's Online, though, unless you could overload another page (like the Member List). For example,
memberlist.php?i=birthdays. You could even add Friends and Foes items to that menu if you wanted.
