[RFC] Add ACP link to the top of the index

These requests for comments/change have lead to an implemented feature that has been successfully merged into the 3.1/Ascraeus branch. Everything listed in this forum will be available in phpBB 3.1.

As Un1matr1x said, I am intentionally not removing the footer link.

It has been suggested in the PR to shorten the text of the header links to MCP and ACP. I don't like it, but I'll take some screenshots and we can discuss.

I'd change the footer link to ACP and leave the header links full.

YMMV...
These kids today...

All right, I like it near MCP. It would not fit to User dropdown anyway, because it is not "profile link"
