[RFC|Merged] Enable template inheritance by default

These requests for comments/change have lead to an implemented feature that has been successfully merged into the 3.1/Ascraeus branch. Everything listed in this forum will be available in phpBB 3.1.

No need to make it compatible with that RFC. That RFC will have to be coded with assumption that this RFC will merged.

Its a chain of RFCs that require to be implemented in certain order, that order is one way or things will get very messy.

Pull request: https://github.com/phpbb/phpbb3/pull/549

I did pull request for develop-olympus instead of develop because this can be added to 3.0 without being a new feature. It doesn't require new language variables, there are no database changes and it doesn't affect existing 3.0 styles.

Title needs changing to reflect the merge, and it should probably be moved to the 3.1 RFC forum or 3.0 discussion.

Moved to 3.1 and added to 3.1 list of RFCs.
