Why should this have nothing to do with 3.3.1-RC1 if there are no other problems with all phpBB versions and the problem exists on two computers?

You're having a problem with QI, a tool for installing phpBB that is not included with any phpBB release. The correct place to report issues you're having with tools that are not integrated with a release package would be in that tool's issues tracker, in this case: https://github.com/phpbb/quickinstall/issues

That's all over now. But there was exactly the same problem in my freeserver forum and had nothing to do with Quickinstall but mainly with Firefox, but also with other browsers. This only in phpBB 3.3.1-RC1.
