There is a way to leave a shadow topic in the original forum when the topic is moved into another forum. Unfortunately this shadow topic contains data about last poster which is not updated when the original topic receives updates. So this shadow topic goes down in the list when ordered by last topic date.
Of course I can create an extension which will listen to core.submit_post_end event and update this info (and this is a way to achieve it quite quickly), but I'd like to see this functionality in the core.

This is the intended effect. The point of a shadow topic is an interim link to the new post location. Discussion should continue there and drive it to the top there. You will still receive any notifications regardless of movement. The shadow topic is just providing a temp pointer for a transitional time.
