contact page 3.1.x and 3.2.x

Not sure about timezone, but almost always russian mails.
I have blocked russian ips with geoip. It helps but still get some.

Which would be difficult, if not impossible, as it is tied to the email function of the forum as well (line 784 of memberlist.php). It probably should have been it's own PHP file instead of piggy backed onto another function of the forum.

Don't try to work on the send email part but directly on the page, on the controller.

That date and time could appear in an email's headers as:
Date: Sat, 24 Nov 2035 11:45:15 −0500 where the last -0500 is the timezone.
