There is ability to create new topic with selected posts ('Split selected posts') or starting from one selected post ('Split topic from selected post onwards'),
it is also possible to move selected posts to different topic ('Move posts'), but IT IS NOT POSSIBLE to move posts starting from one selected post (action like 'Move posts from selected post onwards' is missing).

He's saying that there's a slight incongruity in function between splitting posts to a new topic and moving posts to an existing topic. You can split a group of selected posts OR all posts starting with a given post. However, you can only move selected posts to an existing topic; you can't select one post and move all posts after that to an existing topic.

Furthermore, although he didn't come right out and say it, I suspect that he's asking for that feature to be implemented, in which case this is the right board for that.
