It would seem the event <!-- EVENT overall_header_navigation_append --> maybe in the wrong location as currently one cannot place links after the MCP link? Thoughts?

That event is correct. The ACP and MCP events only exist for a few members of the board (admins and mods). So it's not even notable for most users. They are also not present on every page of the board.
We made the choice not to have that event after those two links, otherwise you get a lot of movement in the navbars from any extension links there, as those ACP and MCP links come and go depending on what page you're on (and the users status). It was unsettling and inconsistent.
Not to mention we simply preferred to have the MCP and ACP links to always be the last two trailing links in that section of the navbar.
If anything a new 3rd event could be useful for special use cases where an extension might really need to add something after the ACP/MCP links.
