Releasing 3.1.3

Why is 3.1.3 being mentioned as being an RC release for in this topic?

I see nothing mentioned why it's suddenly moving from a stable release to an RC1

Because an RC is always published before the final version

But isn't 3.1.3 just an update of 3.1.x, which is already a stable version. 3.1.1 and 3.1.2 wasn't RC update releases, so how comes 3.1.3 is?

Why I'm not understanding why is being talked about as an RC version, if being 3.2.x then yes.

3.1.1 and 3.1.2 were just for security fixes, I believe. 3.1.3 is at the very least adding new events, so I imagine that's why.

RCs have always a part of the mix. That has not changed at all and was the same thing that was done with 3.1.1 and 3.1.2. That the first post now contains information about the RC just means the Develolment team is likely using this single topic to track the progression of it rather than having multiple smaller topics for the RC(s).

If it's "always a problem" then you should have created a ticket for it in the tracker. Also the subsequent tests seem to be using the subsilver version of the upload template, which doesn't use plupload, which is likely where the issue lies.
