I don't see this as necessary, at least I don't think it needs to be added by default.

I wrote that KB article and even I don't think that it's necessary.
Also, the way it's done was quick and dirty -- it won't validate to XHTML Strict because I used the target attribute. I don't know if target is valid in the new DOCTYPE used in 3.1, though.

I wouldn't want it. Link forums can be used for internal links (e.g. an non-phpBB page on the same site), why force to open that in a new window?
