Why topic rating need to be a mod but favoriting them or suscribing to them are stock options? They're probably just a few lines of code away and a great adition to phpBB.
Sorry for my bad english, still improving.

Don't forget the simple text editor! The system that phpbb3 has is also very welcome to many.

Agree, defaults to disabled.
Unknown Bliss wrote:Related Topic - Have any similar topics listed below the topic content.

Extension, definitely.
Unknown Bliss wrote:Detecting Duplicate Threads. When multiple topics of the same title in the same forum display a warning first.

Hum... I'd say no. There can be topics with the same title and a completely different body.
I'd say yes to posts, anyway. And append them when that happens.
Unknown Bliss wrote:Hidden Topics - Be able to hide topics to permission level (moderators and administrators) rather than moving or deleting the topic.

What for? For discussion and decide if the topic should stay or go?

+1

Looking back on this (I posted it a long time ago). I don't agree with some of the bits I posted so updated the first post.

Also, once a proper full RFC is drawn up on how the whole topics system will work I guess this will be merged in as this just details some features of the topic (or to be honest mainly reply) system that could be added, in the mindset of adding to a core set of features rather than creating [The Core] from scratch.

WYSIWYG Editor as well as Rich Text Editor and Preview

+1 to this.
Quick Reply - Extended to include BBcodes depending on Users Chosen Prefrence in UCP

+1.
Hidden Topics - Be able to hide topics to permission level (moderators and administrators) rather than moving or deleting the topic.
Similar to Soft-delete

Personally, I think this should be a mod rather than being included to core phpBB.
Message Multi-Quote - Have a slightly better multi-quote than the quoting system in Topic Review which is very 'hidden'

+1. I've been waiting a lot for this to be included in the default phpBB!
Reply Notification System - Have the reply in the email so a user doesn't have to log in to see the message

Totally agree.
Posting by email - Being able by replying to the subscription email

I don't think the complexity this would require is worth the benefit.
Advanced Image Attachment - Having a image attachment system like the Titania screen shot system.

I will not say anything about that because I don't remember what Titania screenshot system looks like.
